Hearing Description
The annual hearing is required by Minnesota Statute § 216E.07, which provides that:
Thecommission shall hold an annual public hearing at a time and place prescribed by rule in order to afford interested persons an opportunity to be heard regarding any matters relating to the siting of large electric generating power plants and routing of high-voltage transmission lines. At the meeting, the commission shall advise the public of the permits issued by the commission in the past year….
Note – No decisions about specific projects are made at the annual hearing.
Public Hearing Information
- Public hearings start on time.
- Arrive a few minutes early so you have time to sign in, pick up materials, and find a seat.
- Administrative Law Judge James LaFave will preside over the hearing.
- Public Utilities Commission and Department of Commerce staff members are available to answer questions about the Power Plant Siting Act processes and the projects.
- You may add verbal comments, written comments, or both into the record.

- Judge LaFave will use information gathered at the public hearing and during the comment period to write a summary report for the Commission

- Any matters related to the site permit process for large electric generating power plants and routing of high-voltage transmission lines.
Comment Period: November 6, 2015 through January 5, 2016 at 4:30pm.
- Comments must be received by 4:30pm on the close date
- Comments received after comment period closes may not be considered

The annual hearing is intended to advise the public of matters relating to the siting of large electric power generating plants and routing of high voltage transmission lines and to afford interested persons an opportunity to be heard regarding any aspects of the Commission’s activities, duties, or policies pursuant to the Power Plant Siting Act, Minnesota Statutes section 216E.001-.18, or its Power Plant and Transmission Line Siting Rules, Minnesota Rules chapter 7849.5020 to 7849.6500.
At the hearing the public will be afforded an opportunity to be heard through the presentation of oral or written statements. Written statements may also be submitted for inclusion in the annual hearing record by delivery to the Commission’s offices at the address above by the close of business on January 31, 2008. The staff recognizes that the time and location makes it difficult for all interested persons to attend, and emphasizes that written comments are encouraged and will be given equal consideration.

NOTICE IS HEREBY GIVEN that the staff of the Minnesota Public Utilities Commission will convene the annual public hearing on the Power Plant Siting and Transmission Line Routing Program from 2:00 to 4:00 p.m. on Tuesday, January 23, 2007, in the Small Hearing Room at the Commissionâ??s offices on the third floor of the Metro Square Building, 121 7th Place East, Suite 350, St. Paul, Minnesota, 55101.
The annual hearing is intended to advise the public of matters relating to the siting of large electric power generating plants and routing of high voltage transmission lines and to afford interested persons an opportunity to be heard regarding any aspects of the Commissionâ??s activities, duties, or policies pursuant to the Power Plant Siting Act, Minnesota Statutes section 216E.001-.18 (renumbered from 116C.51-.69), or its Power Plant and Transmission Line Siting Rules, Minnesota Rules chapter 4400.
The Commission has prepared an Agenda for the meeting, available on its webpage at

At the hearing the public will be afforded an opportunity to be heard through the presentation of oral or written statements. Written statements may also be submitted for inclusion in the annual hearing record by delivery to the Commissionâ??s offices at the address above by the close of business on February 2, 2007. The staff recognizes that the time and location makes it difficult for all interested persons to attend, and emphasizes that written comments are encouraged and will be given equal consideration.
The Commission staff will prepare a written report regarding the matters discussed at the annual hearing within thirty days after the close of the hearing. This report will be provided to the Commission and will appear on its webpage.
